Electrifying Afrika

Is it possible to plan a smart grid for the Afrikan continent? A plan that would have the buy in of all the power utilities in Afrika?

Would it allow for Independent Power Producers (IPP)? Could it be wholly sustainable? 

How would one decide where new power stations go and what would be most optimal?

How long into the future would this plan be able to cater for the developmental needs of Her people?
